[dvipdfmx] Scaled PK fonts are broken

In my environment, cmr7.1244pk is created in
.../fonts/pk/ljfour/public/cm/cmr7.1244pk and it is used:

dvipdfmx -v test
... ...
kpathsea: Running mktexpk --mfmode / --bdpi 600 --mag 2+44/600 --dpi 1244 cmr7
... ...
