[dvipdfmx] CMAPName is different across settings

We have in our testsuite pdf based tests which fails if the tests are
run on other systems due to a different prefix of the /CMAPname

A simplified version of the failure is this document

\documentclass{article}
\begin{document}
hello
\end{document}

when I do (texlive 2019 on windows 10) on a command line

    set SOURCE_DATE_EPOCH=20161010

    xelatex --output-driver="xdvipdfmx -vv" test-utf8

I get

    [CQPECL+LMRoman10-Regular]

This output is reliable.

But on other systems we get

    [RRXETV+LMRoman10-Regular]

and

    [MOOTDW+LMRoman10-Regular]




What could be the source of the difference? How is the string created?
