Hello,

the error description is much too vague to provide any help.

On which Windows system do you want to install TeX-Live? Did you
proceed as e.g. descibed in
https://www.dante.de/installation-von-tex-live-unter-windows/ ?

In

it is also descibed, how you can start a text mode installation.

Good luck
I've got a project upcoming. One of it's requirements is
utilize TeX and specifically I have to install TeX Live
installer on Windows. I've tried for two days, and it's stuck
on an inaccessible screen, it's the TeX gui frame, it looks
like a CLI window, and it appears to either want input of some
kind or be asking a question, in any event stuck.
