This isn't, in my opinion best practice for open source works. Please at
least share examples of the problems you're trying to solve. The TeX Users
Group is about TeX users asking for and providing help to each other.

@Ross: It would also help if pdfx were under public version control, for
example github, with a publicly viewable issue tracker.

@Ross: You're a co-author of pdfx. Please would you set this up. Would you
like some help?

I'm sorry to press on these points, but I think it's really important if
we're to make progress on this. Step one is is a group of people
understanding each other and working together. And people such as Boris and
Ross are leaders in this area (as President of TUG, and as a co-author of
pdfx, respectively).
