[accessibility] Why not EPUB3 instead of PDF?

Dear Ross More and other contributors to the list,

thanks for your posts and recent research on LaTeX to PDF conversion
taking into account accessibility.

I'm also involved in the publication of conference proceedings in an
accessible format, but we were thinking in using EPUB3 instead of PDF.

I know about PDF/UA and its possibilities, but EPUB3 is becoming the
standard of choice in the publishing world and a good contender to PDF
in teaching / academics contexts and it is increasingly adopted.
Additionally, EPUB3 inherits from DAISY format, a format born from the
accessibility world and is fairly more manipulable than PDF.

I would like to know if there is any research in this direction or if
you are someway collaborating with Pandoc conversion tools or others.
