[accessibility] Some questions about tagged PDF

Others may know better than I, but I think it's still a problem is to know
what to put in the tags, and to put the tags in at the right places.

Martin, has ConTeXt solved that problem? Will adopting ConTeXt allow us to
produce good enough accessible PDF?
