The following worked for me:
I have a style file called latest.sty, I put it in a folder called latest
inside some location in my personal folder, then I put a folder called tex and
then a folder called latex, then the folder latest, then latest.sty
....\path\to\personal\folder\tex\latex\latest\latest.sty
Run MikTeX Settings and update fndb...
