Nobody has disagreed about dropping that language level and I agree
that we don't really need it.

And, from what I see in the discussion, nobody has any serious concerns
about storing scripts in the texmf tree.

The "hardest" thing is to find the best name for the directory.
My favourite is still scripts which would give us
  scripts/<package>
