[twg-tds] afm2pl and <texmf>/fonts/lig

Well, I tought to have a search path of fonts/lig// for these files.
The afm2pl directory in fonts/lig/afm2pl would just indicate where the
files come from (package afm2pl). Just like tex/latex/koma-script.
