ok, so $TDS/mltex is legitimate in the context of the TDS as she
stands. Thomas can and should root things under $TDS/mltex/tex/french.

i see that my texmf.cnf has

% MLTeX.
TEXINPUTS.mltex = .;$TEXMF/tex/{mltex;plain;generic;}//
TEXINPUTS.mllatex = .;$TEXMF/tex/{mltex;latex;generic;}//

which should be 

% MLTeX.
TEXINPUTS.mltex = .;$TEXMF/{mltex,tex}/{plain;generic;}//
TEXINPUTS.mllatex = .;$TEXMF/{mltex,tex}/{latex;generic;}//

dont you agree
