why is e.g. web2c in the texmf tree?

i have been moaning about those uppercase .fd files for ages :-}

to make you happy, what i need is a changed mkisofs program which 
does the ISO-ization optimized for TeX. i am not capable of doing this
hacking, i am afraid, but if anyone cares to take it on, I for one
will use it
