Do we need to say anything more in the TDS about this?

section 3.1 of the TDS says that <format>/images is reserved for
picture files like EPS files. theoretically this can occur anywhere,
so i need to add texmf/tex//images to the dvips path. or shall i just
do texmf/tex/generic/images? i guess the former is safer, given the
ls-R. I am just a bit wary of using an embedded // just in that one path.
