Which place for docs in French, German, etc?

what we could do is have a TDS agreement that a
 doc/<language>
tree can be used if appropriate, but that it is intended only 
for translations. the *definitive* documentation should appear in
 doc/<package>
as before, regardless of language. if the original documentation is in
French, it could be linked to
 doc/francais/<package>
if the site is building a
 doc/francais
documentation tree

it would equally apply that a site might well create a
 doc/english
tree, and populate it with translations or links

summary:
 - doc/<package> is for the author's documentation, in any language
 - doc/<language>/<package> is for translations or links or
       configurations (the latter could include US paper size in PS
       files)
