IMHO the politically correct solution is: <drumroll> let the author
decide. I.e., that's a matter of _intention_. If code is intended to
be used with multiple formats, it goes in generic/. If it's intended
to be it's own stuff, although one can make it run with effort in
other formats, too; then it goes in <format>/.
