Since I'm the one on the TWG-TDS who suggested to follow the idea
brought forward to us by a contributer to introduce package-level
subdirectories below texmf/bibtex, let me illustrate what this setup
would mean in a small-scale example.  It includes the following:

- BibTeX base distribution	(CTAN:bibtex/distribs/styles)
- adaptable BibTeX styles	(CTAN:bibtex/contrib/abststyles)
- styles for phyiscs journals	(CTAN:bibtex/contrib/phy-bstyles)
- BibTeX styles from AMS-LaTeX 
- BibTeX styles from RevTeX (APS)

It is true that most other BibTeX styles on CTAN are single-file
packages, which would have to go into texmf/bibtex/bst/misc, but
for those styles which are part of some packages, I still think
it would be clearer to subdivide them.

P.S. bibtex/doc below should actually be texmf/doc/bibtex, but it 
was easier to put it into the same tmp directory.  xampl.bib is in 
doc/base rather than bib/base, since I consider it documentation.
