Indeed.  My opinions...

This is confusing the issue a bit.  The options are:

a) not having the characters in the tfm files, which means:

 * no visible warning from TeX (only in the log file)
 * no warning from dvips/xdvi/etc
 * nothing obviously wrong in the .dvi file

b) having black boxes (the current solution) which means:

 * no visible warning from TeX (not in the log file either)
 * a warning from dvips/xdvi/etc
 * an obvious black box in the .dvi file

So option (b) is better on all three fronts (with the exception about
not putting a warning in the log file, but nobody reads that...)

I reckon so.  The kernings in latin.mtx are the best list I could
manage...
