the LaTeX \textellipsis command is considered superior to a textellipsis 
glyph inside a font, since it makes the distance between the dots 
strechable.

This also was the reason for me, not to provide a textellipsis in the tc 
fonts (or the TS1 encoding). However, I think there should be another 
encoding termed TSA which contains all the expert glyphs usually in Adobe 
fonts, but which aren't in the TS1 or Tn encodings.

A volunteer to desing this encoding is missing  at this time.
