PostScript and single quotes

Sounds like an encoding problem. You don't provide enough information,
but perhaps you forgot to ask DVIPS to reencode the fonts to 8r encoding.

It's hard to tell overall since don't say anything about what platform 
you are on, whether this is on screen or when printing, whether it is
printing to PS or non PS device, what viewer or printer driver you are 
using etc etc
