Still current fontinst. IMHO, digit style is part of the font, not
part of the encoding, so there'll continue to be padr98t and friends
for a while to come. The `correct' way to set a whole text with
oldstyle digits is to say something like
\renewcommand{\rmdefault}{pad9}\normalfont. At some point, some kind
soul may produce VFs to produce CMR with old-style digits.
