Not an answer, but a comment:
By using *=<3ex>[][F-]{}, the boundary is respected. This is closest
in spirit with *=<3ex>[o][F-]{}, since [] and [o] are each shape
specifiers.

However (and someone who knows, please correct me), it should be the
case that [] is the default shape specifier, so leaving it off ought
to work, yet Michael's experience indicates otherwise.
