I can confirm that with TeX Live 2013 pretest. The problem is that<br>
xwatermark needs hyperref but postpones it inclusion until the end of<br>
the preamble, and that bidi wants to be loaded last, as you can see from<br>
the error message. Hence both packages fight to be included last.<br>

I can work around the problem by explicitly loading hyperref just<br>
before xwatermark:<br>

\usepackage{hyperref}<br>
\usepackage{xwatermark,loops}<br>
...<br>
\usepackage[RTLdocument]{bidi}<br>
