Maybe you are not actually loading the packages in the order<br>
that you think you are. Please show us the top few dozen lines<br>
from your .log  (or Console) down to where the message is shown.<br>

That should show the exact loading order, along with internal<br>
loadings that are not explicit in your LaTeX source.<br>
