[XeTeX] not enough \XeTeXcharclass registers

Just as TeX has \maxdimen, it would be useful if derivatives of TeX such
as XeTeX could add analogous environmental enquiries such as
\maxXeTeXcharclass (or, less uglily but also less meaningfully,
\XeTeXmaxcharclass).
