[XeTeX] Hyphenation around „ß“

OK, I like low-level TeX coding; I will attempt to replicate
its functionality for Plain XeTeX users when I have a moment
or two ...

I followed that up in a later message, as "wußte" does not
appear in my 1999 reformed orthography unabridged German
dictionary.
