[XeTeX] xelatex.fmt doesn't match xetex.pool

Yes, sudo fmtutil-sys produces the same error.

fmtutil.cnf exists under texmf-var/web2c, but there are no files in
texmf-local/web2c. I thought fmtutil-local.cnf was just for
customisation.
