I checked my own font repertoire. The Tahoma I have (Version 5.01.2x) has the complete IPA block (0250-02AF), and also complete Phonetic Extensions Phonetic (1D00-1D7F) plus Extensions Supplement (1D80-1DBF). The same is true for my Arial font (Version 5.01.2x, all come with Mac OS X 10.6, Snow Leopard).

>From the free fonts I have, Linux Biolinum, DejaVu Sans, and DejaVu Sans Condensed have the complete IPA block and incomplete extension blocks.
