[XeTeX] How to manually create the xelatex.fmt?

Hi all;

I need to generate the xelatex.fmt file.  Apparently Fedora doesn't create
these files.  It is not a new issue, I have had issues with the latex.fmt
files not created in the past.

Is there any way to manually create this file?
