[XeTeX] xunicode, tipa (again) plus amsmath

It's fine to be released generally, as the changes are all
additions and improvements, so should not cause any regressions. 


Note that locally I have it named as  xunicode-096.sty
but it should be released as  xunicode.sty .
I use  xunicode.sty  as an alias to the latest version.
