It is available free of cost, but it is not free to use in this way.

 From the Adobe download page: "The Font Pack software contained in  
this package is being licensed to you solely for use with Adobe®  
Reader® software ("Adobe Reader") and is subject to the terms and  
conditions of the electronic End-User License Agreement accompanying  
your version Adobe Reader."

If you want to use Adobe Hebrew (etc) with xetex or other software, I  
think you need a separate license from Adobe.... it's not very  
expensive, but that doesn't mean the license is ignorable!
