[XeTeX] POLYGLOSSIA with Hebrew

Hi,

I have a bit more time now, so I can potentially look into solutions for 
the Hebrew numerals bug.  Unfortunately, I haven't programmed in plain 
TeX, and, while I have an idea of what's going on in the code, I'm not 
particularly good at coding plain TeX from scratch.

I tried the more complex Babel code, and, with one exception - the 
number 344, which, like 15 and 16, is an exception - it looks like it 
works properly.  I'm wondering why you originally rejected porting the 
full Babel implementation of \hebrewnumeral, \Hebrewnumeral, and 
\hebrewnumeralfinal to Polyglossia, and whether I could help clean up 
that code for its inclusion.  It looks like it's doing something similar 
to the algorithm I would have proposed anyway.
