You are using
   \MakePerPage{footdefault}

The correct command is
   \MakePerPage{footnotedefault}

Btw: Remove the 
\showthe\count@ %only for diagnosing
from the document. I inserted it only for debugging. There is no
need to retain it, it only clutters your log-file
