The support for EPS is dependent on having ghostscript or another tool  
configured appropriately so that xdvipdfmx can use it to convert the  
pictures to PDF on-the-fly. (See dvipdfmx.cfg for the settings used.)

In general, I would advise explicitly converting them to PDF (or PNG  
or JPEG if they're actually bitmap images) ahead of time rather than  
relying on the automatic conversion. That way it's easier to remain  
fully aware of how you're processing your images, and to make any  
required adjustments to how they're being converted.
