In this case I would recommend biber:

http://biblatex-biber.sourceforge.net/

I have successfully used biblatex+biber to generate
Greek language bibliographies. But file greek.lbx,
which will be included in the next release of biblatex,
is a UTF-8 encoded file. In this case, the .bib file
was also a UTF-8 encoded file. So if a .bib file
is UTF-8 encoded, I think there would be no problem
processing it with biblatex+biber.
