[XeTeX] XeTeX and xcolor package

Hello!

Yesterday I thought XeTeX or xdvipdfmx would have a problem with the
xcolor package, which turned out to be some silliness of me:

	\documentclass{article}
	\usepackage{ifpdf,ifxetex,graphicx}
	\ifxetex
	    \usepackage[dvipdfmx]{xcolor}
	    \usepackage[no-math]{fontspec}
	%    \usepackage{xltxtra,xunicode}
	%    \defaultfontfeatures{Mapping=tex-text}
	    \setmainfont{Times-Roman}
	\else
	  \usepackage[utf8]{inputenc}
	  \ifpdf
	    \usepackage{cmap}
	    \usepackage[pdftex]{xcolor}
	    \usepackage{times}
	  \else
	    \usepackage{times}
	  \fi
	  \usepackage[T1]{fontenc}
	  \usepackage[full]{textcomp}
	\fi
	...

The reason for my observation, or assumption, is that the graphicx
package is loaded with the xetex (or pdftex) option (depending on the
"engine" I use). Then some clash happens because xcolor is loaded
with the dvipdfmx (or dvipdfm) option, that the emitted low-level
code is inappropriate.

Is this correct and expected behaviour?
