That's because \IfFileExists is relying on the kpse search paths  
for .tex input files, but the font mappings are elsewhere in the texmf  
tree (under texmf/fonts/misc or something....). If you have the .tec  
mapping in the current directory, it'll say YES. But that doesn't help  
you in general.
