[XeTeX] hyperref bookmark problem

I see in my PDF output file with GNU Emacs 23.0.60:

	/Title<feff0031003900390037b144002d002d0032003000300031b144>

which is this:

<ZERO WIDTH NO-BREAK SPACE> 1 9 9 7 <HANGUL SYLLABLE NYEON 년> - - 2  
0 0 1 <HANGUL SYLLABLE NYEON 년>

Do you have some proof that pdftk has less bugs than TeX? From  
experience I can tell you that GNU Emacs has a tendency to make no  
mistakes in trivial situations like showing the contents of some  
binary file. Could an octal or hex dump of the PDF file help to make  
you accept that your pdftk copy is faulty?

For me pdftk 1.12 dumps:

	BookmarkTitle: 1997&#45380;--2001&#45380;

Decimal 45380 is hex B144.

I'm on Mac OS X 10.4.11.
