You just need to find an appropriate monospaced font that contains  
Hebrew characters. For example, this produces output that at least  
seems to use the right glyphs:

\setmonofont[Scale=MatchLowercase]{Code2000}

Otherwise, you can mess around with changing the font for just the  
Hebrew portions of the text (see fancyvrb's commandchars features).
