[XeTeX] How do I build xdvipdfmx (or xdv2pdf) on Windows?

I just tried on another Mac (both on OS X 10.5.2), and get the same  
error with build-xetex. Appended is TRUNK/Work/texk/xdvipdfmx/config.log
