In a real TeX distribution

	kpsewhich -progname=xelatex -show-path=map | tr : '\n' | sort

would show where XeLaTeX searches for files *.map ...

Could be the output of kpsewhich is incorrect because in non-XeTeX
these files have to do with font encoding and therefore the emitted
path names contain "texmf/fonts/map/xelatex" – obviously a bug in
XeTeX that it misuses a standard file name extension. You might try
to reflect the path name "/usr/local/texlive/texmf-local/fonts/misc/
xetex/fontmapping/tex-text.map" into your private area, if MiKTeX
supports this concept.

As mentioned earlier, only as long as the PostScript instead of the
OpenType fonts are used you need this extra "map" file.
