I cannot reproduce it. Neither do I have problems with your example
nor with Steven's.

Today, hyperref's options `xetex' and `xdvipdfmx' are just aliases for
`dvipdfm' but this might change in the future. I think it's better
to use the `xetex' option.
Apart from that hyperref can detect XeTeX itself. It doesn't need to
be pointed at it. I have no idea why it doesn't work for you. Maybe
some weird hyperref.cfg?
