IMO fontconfig is foobar. It couldn't find the back of its own
hand, much less a desired font. :)

A better idea might be one that I use in my own (not publicly
available) software, which is to have fontconfig give the program a
list of font files that it knows, and let the user specify the font by
filename. Then the software uses the list to look up the full path of
the desired font, and sticks that full path in the xdv file with
square brackets. That way you have access to fontconfig-installed
fonts by filename, no matter how confused fontconfig gets; although
this way your xdv files are highly non-portable.
