To get --- to work correctly with plain XeTeX, and similarly for --  
and a couple of other strange TeX "ligatures" (or whatever the  
correct term may be), you need to specify, when loading the font,  
":mapping=tex-text", as in:

\font\1="Times Roman:mapping=tex-text"
\font\2="Times Roman"
\nopagenumbers
\1 -\ --\ ---\par
\2 -\ --\ ---
