You are wrong here, Peter:

Adobe Reader is a very good tool for commenting a PDF, once the feature
was enabled in Acrobat.
It is in fact the best free application for commenting of PDF I know of,
including Skim or Preview in Mac OS X 10.5.
 
So the real question remains: is it possible to enable this PDF feature
without purchasing Acrobat? Ideally right in XeTeX?
