[XeTeX] Commenting

Howdy,
When you open a pdf file in Acrobat, you can see at the properties of
the document whether is has commenting permissions. Files created
using Latex are not allowed to be commented. If they were, Acrobat
would have enabled an additional tool which can be used in order to
add annotations to the pdf file. This is usually a very useful option
for reviewing articles. My question is how can I allow the commenting
option while creating a pdf file using Latex. Is there any package
that can be used?
