Generally yes; the formatting process and markup language is the  
same. The main differences come in font declarations, and anything to  
do with text encoding, but that's just a small part of the overall  
document formatting process.

I don't know of a tutorial specifically for XeTeX. There are a  
variety of small example files, mostly in "plain" XeTeX to  
demonstrate individual features, in an archive on the web site,  
though some of them are due for updating. Most users are working with  
XeLaTeX -- i.e., the LaTeX macro package running on XeTeX -- and the  
key XeTeX-related package there is fontspec (for font selection), for  
which Will has written an extensive manual (included in TeX Live).
