It seems xetexref.pdf is only a placeholder.
After downloading the tarball from <http://scripts.sil.org/svn-view/
xetex/TRUNK/texmf/doc/xetex/> and unarchiving it:

-rw-r--r-- 1 bvoisin bvoisin 206289 Aug 13 18:42 XeTeX-reference.pdf
-rw-r--r-- 1 bvoisin bvoisin 24 Aug 13 18:42 xetexref.pdf
Looking at xetexref.pdf, its only content is the text:
link XeTeX-reference.pdf
I don't know how that's supposed to work, but it seems Peter has in
his system something that "resolves" this text and links xetexref.pdf
to XeTeX-reference.pdf, while Christoph doesn't have it. Wouldn't it
have been simpler (at the Subversion repository stage) to simply make
xetexref.pdf a symlink to ./XeTeX-reference.pdf?
