I think these two happen because you are mixing two mutually  
exclusive concepts: that of XeTeX of typing in Unicode, and that of  
UCS, that allows Unicode input in LaTeX files which is then converted  
into 7 or 8 bit TeX codes, i.e. the Unicode you typed is only temporary.

Why do you need to use ucshyper.sty? It calls hyperref for help, so  
using hyperref directly with the [unicode] option would give you what  
you seem to need ... And don't forget that Dominique Unruh's UCS  
isn't supported any more!

What TeX i-Package do you use? I do not have hyperref in the gwTeX  
tree, I have it in the regular teTeX tree (texmf.tetex). From an  
*EXPERIMENTAL* i-Package from last year.
