I tried your file here, and it worked fine.... but then I remembered  
that this depends on having a pretty recent build of the xetex  
binary, too. If you haven't downloaded the source and built it within  
the last 6 days (you need at least rev. 277 from Subversion), it  
won't work, as \special didn't write UTF-8 correctly. Sorry, I should  
have mentioned that!

There will be fresh binaries available eventually, of course, but for  
now this stuff is strictly for the adventurous folks who like to  
build their own. :)
