TCOBrowser sucks, no one should use it ;).  TCOBrowser's up-to- 
dateness with respect to package installs depends on MikTeX;  
unfortunately, I've never gotten around to adding version checking to  
it, so you have to do that manually.  Other than that, it's a pretty  
painless way to install packages in a TDS-compliant manner.
