[XeTeX] Defining small caps font from SIL Charis, Doulos

Charis and Doulos contain glyphs that look like small caps, because
these are needed for Cyrillic and IPA, which are both supported by these
fonts. These are not meant as typographic small caps and are not
accessible via OpenType or AAT features.
